Campaign Against Torpedo Ammendments

During the last week of September, the European Parliament will vote on the Telecom Package, and within it the so-called Torpedo Ammendments against freedom in the Internet. Facing this vote, we put forward this campaign, intended to lobby the MEPs (Members of the European Parliament), to convince them to vote agaist ammendments H1, H2, H3, K1, and K2, the Torpedo Ammendments.
We propose a strategy one-to-one
- Avoiding that a massive mailing is blocked by anti-spam filters
- Giving internet users the chance to be more involved in the campaign
- The replies from some of the MEPs suggest that they might be available to establish a conversation on this topic
Strategy
We have to contact all 785 MEPs. Each activist should take care of contacting one MEP.
Using the MEP list , each activist will choose a MEP. If the activist has a blog, we recommend to publish whatever is happening in this conversation. We hope to have a regular communication with MEPs during this month, so the activist can introduce him/herself with his/her name to be remembered.
The MEP list contains all MEPs organized by country, with its political group and contact data. It will include also the follow-up data, if the MEP has answered positively (that is, against the ammendments), and his/her public position on the issue. There is also a vote estimate.
The tasks of the activists consist on informing the MEP about the explanation of the ammendments and the critics towards them, to convince him/her to vote against, and to ask for a public statement in case they are against the ammendments. The wiki should be due updated.
In the wiki the activists will find the Ammendments explaind and arguments against them.
There is also information on how the European Parliament works, the parliamentary groups, and MEPs offices. This information is provided in Spanish, English, and any other language that can be provided by the activists is welcome.
There is a coordination team composed by a member of each organization, that will address all questions from the activists when communication with the MEPs.
European Network
This campaign is aimed at all MEPs. To be more effective, we will spread it over our the networks of the orgqanizers, reaching all 27 member states.
We need 785 activists (one for each MEP), and in many cases it is better to talk to them in their own language. Organizers are promoting this campaign in their contact network in other countries of the EU.
Contact priorities
There are several MEPS with more influence than others:
- 1- Syed Kamall & Malcom Harbour - They promoted these ammendments. If they drop them, this would be a clear message to all MEPs
- 2- Parliamentary group leaders of all 6 groups
- 3- Committee members of LIBE, IMCO and ITRE
- 4- National delegations leaders
- 5- All the rest MEPs
Organization
Organizers should contribute with one person for the coordination team. If an organization can't provide that, they can also support the campaign.
Participants
This campaign is open to all Internet users that would like to join, and to all organizations interested in participating.
Time frame
The debate will be hold during the first week of September, in the first plenary session of the EP after summer holidays. The vote will take place in the last week of September, second plenary session of the EP.
- Until August 24th: Internal organization
- August 24th-31st: Official call for activists. The EP is back to work.
- September 1st-4th septiembre: Plenary session of the EP (Brussels). Debate on the ammendments.
- September 5th-21st: Heat up of the campaign
- September 22nd-25th: Vote on the ammendments and end of the campaign
